نواب رئيس الوزراء يشهدون اجتماع مجلس إدارة الهيئة المصرية للشراء الموحد

On September 27, 2025, Dr. Khaled Abdel Ghaffar, Deputy Prime Minister for Human Development and Minister of Health and Population, and Lieutenant General Kamel El Wazir, Deputy Prime Minister for Industrial Development and Minister of Industry and Transport, attended the meeting of the Board of Directors of the Egyptian Unified Procurement Authority (UPA) to review the final accounts and performance results for the fiscal year 2024/2025.

 

The meeting was also attended by Eng. Mahmoud El-Shemy, Minister of Public Enterprise Sector; Dr. Hesham Stait, Chairman of UPA; Dr. Ali El-Ghamrawy, Chairman of the Egyptian Drug Authority (EDA); and Eng. Hassan El-Khatib, Minister of Investment and Foreign Trade, who joined virtually via video conference.

 

At the outset, Dr. Khaled Abdel Ghaffar praised UPA’s pivotal role in promoting transparency, rationalizing expenditures, and enhancing procurement efficiency at the national level — thereby ensuring the sustainability of financial resources serving Egypt’s healthcare system.

The meeting reviewed a comprehensive analytical report covering sales performance for fiscal years 2023/2024 and 2024/2025, along with a comparative analysis of financial outcomes since the Authority’s establishment. The report included:

  • A detailed breakdown of revenues, expenditures, and net financial positions of various entities.
  • A comparison between approved budgets and actual sales over the past five years.
  • An update on debt settlements and financial adjustments following loan repayments and letters of credit.
  • A review of the mechanism for unified procurement in alignment with presidential directives.

 

The meeting was attended by members of the Board, including:
Dr. Ehab Abu Aish, Deputy Chairman of the General Authority for Universal Health Insurance;
Mr. Mohamed Abu Moussa, Assistant Governor of the Central Bank of Egypt;
Dr. Omar Sherif, Secretary-General of the Supreme Council of University Hospitals;
Dr. Maha El-Rabbat, Former Minister of Health;
Dr. Hesham Badr and Dr. Mahmoud Amr, Vice Chairmen of UPA;
Counsellor Dr. Ahmed Omar, UPA’s Legal Advisor;
Brigadier General Mohamed Ahmed Abdel Kawi, Chairman of the Strategic Warehouses Company;
Dr. Fatma Mameesh, Head of the Central Administration of the Chairman’s Office; and
Mr. Hassan Kandil, UPA’s Financial Affairs Advisor.

 

Representatives from the Ministries of Social Solidarity, Finance, and Planning, the Central Auditing Organization, and other relevant entities also participated.

 

The meeting underscored UPA’s central role in achieving Egypt’s vision for sustainable healthcare procurement, transparency, and efficient resource management, strengthening its position as a national pillar of health and economic governance.
