رسالة رئيس مجلس الإدارة

Driving Health Security, Localization, and Continental Leadership

It is my distinct honor, on behalf of the Unified Procurement Authority (UPA), to address our esteemed stakeholders and affirm our commitment to national and regional health excellence. The UPA’s mission transcends its core function of centralizing the procurement of all medical, pharmaceutical, and supplies for the governmental sector; it is fundamentally about building strategic health resilience.

The UPA is a pivotal force in driving the Egyptian National Strategy for Vaccine Localization. Our role is instrumental in the execution of this strategic initiative, working closely with public and private vaccine manufacturers to secure technology transfer, establish robust production capacity, and ensure sustainable domestic supply. This commitment is central to realizing our nation’s goal of medical self-sufficiency.

Our strategic collaborations extend across the national health architecture. The UPA works hand-in-hand with key governmental bodies, including the Ministry of Health and Population (MOHP) and the Egyptian Drug Authority (EDA), fostering seamless integration between procurement, regulation, and service delivery. We also take pride in our foundational role in the establishment of the Egyptian Vaccine Manufacturing Alliance (EVMA), ensuring the new body is supported for long-term success in securing the future of vaccine production.

On the continental front, the UPA is committed to leveraging its expertise for the greater good of Africa. Our collaboration with the Africa Centres for Disease Control and Prevention (Africa CDC) is designed to support their objective of achieving continental health independence. By sharing best practices in procurement, supply chain management, and localization initiatives, we contribute directly to a more secure and resilient African health ecosystem.

Our overarching objectives remain the guiding principles for all our endeavors:

  1. Accessibility & Equity: Ensuring standardized, high-quality, and essential medical supplies are available to all citizens through optimized, equitable distribution.
  2. Strategic Localization: Accelerating domestic industrial capacity to reduce reliance on external supply chains and secure a stable source of crucial medical products, particularly vaccines.
  3. Regional & International Collaboration: Fostering partnerships with global and continental bodies to elevate standards, ensure technology transfer, and lead initiatives that guarantee health security across the region.

The Unified Procurement Authority remains steadfast in its dedication to precision, partnership, and the proactive advancement of our national and continental health priorities.
