The Egyptian Unified Procurement Authority (UPA) is a national economic authority established under Law No. 151 of 2019, with full legal and financial independence to lead Egypt’s unified procurement system, manage strategic medical supply chains, and oversee national medical technology governance for all public health entities.

 

UPA is headed by its Chairman, and supported by two Vice-Chairmen who oversee the Authority’s core strategic pillars:

 

  • Dr. Hesham Badr
    Vice Chairman for Medical Technology and Digital Transformation
    Responsible for national health-technology assessment integration, digital transformation initiatives, and advancing modern medical-technology systems and platforms across the healthcare ecosystem.
  • Prof. Dr. Amr Gad
    Vice Chairman for Procurement, Supply, and Medical Provisioning
    Responsible for unified procurement operations, supplier relations, tendering and contracting processes, and ensuring efficient, transparent, and value-driven medical supply-chain performance nationwide.

This governance structure ensures strong institutional oversight, operational efficiency, and full alignment with Egypt’s national strategies for healthcare modernization, economic optimization, and sustainable public-health security.
